Bibliographic scientific-analytical doctoral programs of the IASHE are qualification-related procedures of assessment and acknowledgment of high scientific-educational competence of researchers showing significant activity in presentation of their original studies, as well as general effectiveness of the scientific creativity.
It is well-known that activity of any scientist in promulgation of results of own studies (bibliographic activity) is directly connected with the scale and intensity of scientific activity of such person. Moreover publications not containing original innovations are senseless, not interesting and not demanded in the modern scientific world. That is why the significant number of original publications authored by the researcher usually testifies to high creative potential and innovative approach to solution of pressing problems of modern science (all other things being equal).
At last, undoubtedly, the science is the extremely specific field of activity and social interactions. Therefore professional experts capable to understand and assess the knowledge-intensive information are mainly interested in the scientific innovations. That's why any scientific publication is always a specific result of professional activity of the scientist and at the same time - an object of close attention professionally assessed by colleagues.
Publication is the accurate and reliable indicator of qualification and the research activity quality of any scientist. The huge importance of scientometric databases for the international scientific community is based on this circumstance. Such bases are reasonably considered as the most perfect and objective criteria of assessment of real contributions into scientific development made by various researchers.
Similar ideological and qualification-related criteria are the basis for the bibliographic scientific and analytical doctoral programs introduced by the IASHE.
Within the framework of implementation of the bibliographic scientific-analytical doctoral program researchers pass the professional assessment procedure in order to obtain the following qualifications (degrees): 1) Master of scientific-analytical creativity / «biblio» (MSAC/B); 2) Doctor of scientific-analytical creativity / «biblio» (DSAC/B). Depending on the program implementation format, the final applicant's qualification may have one of the two possible prefixes: «status» («S») or «attestation» («A»).
These programs do not impose any requirements concerning stable affiliation of authors' reports with specific branches of science (sectoral correspondence). Programs may cover the whole range of possible scientific interests of the scientist, expressed in his/her publications. Therefore scientific-analytical qualification assigned following the results of the scientist's attestation, may have specifically sectoral and interdisciplinary nature.
In addition, bibliographic scientific-analytical doctoral programs may have attestation and status formats. Attestation format of the program assumes predominant significance of the professional qualitative assessment of scientific studies published. The status format of the program is based on the presumption of high quality of the general number of author's scientific publications without their actual attestation by experts.
Following the results of successful passing of the program in an attestation format, the doctoral qualification acquired by the competitor is officialized by the international diploma and attestation-verifying documents of the international system Europass (with indication of the scientific and educational load according to the ECTS standard): "Europass Diploma Supplement" and "Europass Mobility". The status qualification is officialized only by the doctoral diploma.
