Research (creative) doctoral programs are the original innovation of the IASHE, implemented on the basis of fundamental separation of the scientific process from the educational environment. Research (creative) doctoral programs are based on the qualification significance of factors: active scientific work of the scientist; mass distribution of scientific researches of the scientist; innovations in scientific researches and creative self-expression of the scientist; competitive qualitative contradistinction of sectoral scientific researches of different authors; value of scientific discussions; qualification-based collegial assessment of the systematic scientific activity of scientists by the professional expert council and scientists-specialists from around the world; transparency, objectivity and fairness of collective professional decisions in the field of scientific attestation.

Doctoral programs are systematically interrelated scientific, research and qualification-assessment activities, held by the IASHE, based on encouraging self-organization, self-development, creativity and activity of scientists, ensuring the publication and discussion of results of studies, organization of professional communications and holding of in-depth expert assessments and open public assessment of results of scientific studies of scientists from around the world.

Doctoral programs are not the direct analogue of academic doctoral programs of universities. Doctoral programs are not intended to substitute or copy them in any way. At the basis of a doctoral program there is preferential significance of personal creative activity development and research initiatives intended to promote the innovative scientific progress (not further educational 9academic) growth of the certain person having the educational qualification in the field of higher education).
